(SM-2408) Optimized CSV Parser

In the Storage management (/dvd/sm_setup) transaction settings, a new option Use optimized CSV parser allows you to turn on/off the optimized CSV parser. The larger the volume of data being processed, the better the optimization effect should be. The parameter Use optimized CSV parser is by default turned off.
