HTTP request multi part data was created in wrong format. After closer investigation you can find that service is not able to extract multi part information from HTTP request.

Import bug-fix transport to system and switch repair functionality using expert setting REPAIR_REQ_MULTIPART to X.
How to switch on expert setting
Go to transaction /DVD/RL_SETT_EXPERT
Fill tool: CRP
Change parameter REPAIR_REQ_MULTIPART to X
