(DI-2205) Collector for not implemented Security notes

The collector for not implemented security notes is named: /DVD/MON_GRC_CL_COL_SEC_NOTES
It collects KPIs about Security notes which can be implemented. The KPI is defined via KPI definition.
In collector parameters following details need to be defined:
Parameter name | Description |
RFC_DESTINATION | RFC destination of Solman (System ID) |
SYSTEM_ID | System ID of the monitoring system |
TYPE_OF_SYSTEM | Type of monitoring system |
The collector provides also detailed output in a detail table for relevant KPIs. The detail table is called Not implemented security notes - /DVD/MON_GRC_S_SEC_NOTES_NI with the following fields:

- Create KPI definition
- Save customizing, add the KPI to the monitoring profile, and you are DONE
